In a ceremony on Thursday, Rear Admiral Gary Blore, commander of the 13th Coast Guard District, will award the Meritorious Public Service Award to Matt Loughran of Westport, WA for “unusual courage” and Good Samaritan acts of bravery. While surfing in mid-September, Loughran rescued a man struggling in a rip current.
